Meet Our CEO
Tom Cotter, MPH, is a global health and emergency management leader with a track record of building resilient healthcare systems, forging cross-sector partnerships, and leading large-scale disaster response efforts. With over 15 years of experience spanning public health, crisis management, and humanitarian operations, Tom has worked alongside government agencies, Fortune 500 companies, NGOs, and frontline responders to strengthen global health security.
As the former Executive Director of Healthcare Ready, Tom expanded the organization's national impact, spearheading initiatives that enhanced healthcare supply chain resilience, public-private coordination, and equitable access to medicines during disasters. Under his leadership, Healthcare Ready mobilized resources and expertise to support communities affected by pandemics, hurricanes, and supply chain disruptions, ensuring life-saving interventions reached those most in need.
Now at Health Response Alliance (HRA), Tom is focused on scaling innovative, equity-driven health solutions, expanding strategic alliances, and driving next-generation preparedness initiatives. His expertise in mobilizing resources, navigating complex health crises, and fostering high-impact collaborations positions him to elevate HRA’s mission and impact on a global scale.
Tom holds a Master of Public Health from Boston University and a Bachelor of Arts in Public and Community Service Studies from Providence College. He also completed executive education programs at Georgetown University and Johns Hopkins University, further deepening his expertise in health security, emergency management, and crisis leadership.
